experience whatever. I may here mention that in November last
I lost a clerk with eight years services; (this loss was un-
avoidable) in May last, I lost one with ten years service. This
man was compelled to resign owing to the P.M.G's treatment.
In the same month (viz lay) the P.M.G. transferred a clerk from
my Department, who had a service of nearly six years and in
the following month June he transferred the next in Seniority;
a clerk with three years service. These changes left me with
two lads with a service of a little over two years; one lad
with a service of nearly twelve months; one lad with a service
of six months; the other three were entirely new to the work
and I may add that the places filled by these three have been
rendered vacant and filled again time and again. In fact, I
have had nearly twenty different Clerks within the last six
months. In conclusion I beg to point out that at each an
every transfer I pointed out to the P.M.G. the state he was
bringing my Departmentanto. He thought that so long as I got
a clerk in a Clerk's place I had nothing to complain of, but.
work. It is work that requires registration is not mere copying c careful training: - this
training cannot be effected in a few months; but takes years
before a clerk can be thoroughly up in this work. I would al-
so add that I pointed out to the Government, in my Report dated
June last, as plainly as I could my utter inability to carry
